This is a tank move.
He'll be Tourigny's best option to play 20-23 minutes a night with lots of d-zone starts. He is, at best, a 7th D on most other teams. No matter how bad he is, the Coyotes will never worry about having to bury him, because it isn't like they will have enough better options in their system. It just brings some consistency to the tank.
It is a can't lose signing for the Coyotes. If he is bad, the term and 1-way contract ensures he will stay up in the NHL and keeps playing, because a budget org' isn't going to bury that contract. On the flip side playing 20-23 minutes a night helps him develop into a legitimate top 4 defenseman, the fact that he is cost controlled with a six figure cap hit will make him more valuable in a trade than a player of his caliber should be.
Their tank is going to go on for at least another 2-3 seasons. They should take this approach with a few other players. Look at a player like Travis Boyd, who has been a tweener everywhere else, but is producing in Arizona because someone has to. If no one is willing to overpay for him at the trade deadline, toss him a cheap 2-3 year extension. If he somehow produces at a 20 goal pace next season as well, teams will overpay to get the cost controlled player. It won't work every time, but if it doesn't work there is no downside with 2-3 years of term because they just need warm bodies who can play NHL games, just not play well enough to win a lot.
