I'm relatively certain that the first draw is for 1OA, or moving up ten spots, the 2nd draw is for 2OA or moving up 10 spots. If 12th won the 1st draw and moved up to 2OA, the 2nd draw is still technically for 2OA, but 12th gets priority on that pick due to winning the 1st draw, making the draw for 3OA in reality. So if 13th won the 1st draw and moved up to 3rd, and then 12th won the 2nd draw, 12th would move up to 2nd, 13th would pick 3rd and the Coyotes would pick 4th. I'd assume that MTL will be removed from the lottery if 12th or lower wins the 1st draw since they would be locked into 1OA.

I could be dead wrong but I was under the impression if say NYI won the first lottery (3rd overall) then the second lottery is for 1st overall with MTL, ARI, SEA, PHI, NJD, CHI, OTT, DET, BUF, ANA, and SJS being involved.

So if SJS won it:
SJS
MTL
NYI
ARI

Nope, the 2nd lottery would be for 2 if the 1st lottery ended up with 13 to 3

A sportsnet article states MTL has a 25.5% shot at 1OA, which is their 18.5% chance to win the 1st lottery, plus the odds of 12th-16th place, so I'm working off of that and assuming the 2nd lottery is for 2nd overall. Plus the tweet you shared early says that the league confirmed Columbus moving up to 2nd makes the 2nd lottery for 3rd overall at best.

Yes, the 2nd lottery is always for 2nd unless the 1st lottery is 12 moves up to 2

Yes, 2nd lottery is for 2nd (or moving up 10 spots if it's a team that can't jump to 2nd), but Columbus would have priority on the pick since they won the 1st lottery, meaning they push the 2nd overall winner to 3rd overall if they win the 1st lottery.
