Driedger is being paid 3.5, he's too expensive for Tampa when Vasy comes back, if he was paid league min, it would make sense

Waiving Driedger would not clear enough cap for Tampa when Vasy comes back, they'd need to trade him, most likely as a cap dump because they'd be desperate to move cap

Ottawa does not get first dibs on him. They still follow the chart, if Ottawa is the only team to put in a claim, they can send him directly to the AHL.

The waiver claimants from when Ottawa originally waived him will be offered the chance to take him again.
Those that did not submit a claim the first time are not eligible.
This is because he has not played enough to reset his waiver status, but he also can't be sent to the minors (or traded) if there is a claim outstanding, unless those teams choose to rescind their claims.
